# 0001. Local-First Npm Workspace

## Context

FactionOS needs to observe local AI coding CLI sessions without making hosted services a prerequisite. The current repository already uses npm workspaces and separate packages for server, web, hooks, CLI, adapters, Worker, and shared protocol contracts.

## Options Considered

1. Keep the npm workspace and local-first runtime.
2. Move core state and coordination to a hosted database or account-backed service.
3. Collapse packages into one application package.

## Decision

Keep the npm workspace and local-first runtime as the product baseline. Hosted services remain optional or planned surfaces with explicit local-only behavior.

## Consequences

* Core development works without hosted accounts, databases, or API keys.
* Package boundaries stay clear for protocol, server, web, hooks, CLI, adapters, and Worker code.
* Cross-package changes need shared protocol updates and tests.
* Future hosted features must justify external storage or processing and keep local-only fallback behavior.
